The problem with expense management
Finance teams at 50–300 employee companies face a specific constraint: they're too big for spreadsheets and employee-self-report, but too small to justify a SAP Concur or Oracle Expenses implementation.
The tools available to them either underserve (basic receipt apps with no fraud detection) or over-engineer (enterprise platforms with 9-month implementations and dedicated IT teams).
Meanwhile, fraud in this segment is significant. ACFE data puts the average SMB expense fraud loss at $48,000 per year. Most of it goes undetected because human review of 200+ monthly claims isn't feasible.
What REME does differently
We built the submission layer on WhatsApp — the app already on every employee's phone — so adoption happens in days, not months. No IT project, no new app to download, no passwords to forget.
We added seven parallel AI agents that run fraud checks in under 200 milliseconds before any expense is approved. Not after-the-fact auditing — prevention at the point of submission.
And we built multi-jurisdiction tax engines from scratch for Singapore, India, Australia, UK, UAE, and the US — because mid-market companies operating internationally shouldn't need six different tools for six different tax regimes.

People Central Pte Ltd was founded in Singapore in 2008 with a single focus: building HR and payroll infrastructure that works for the way mid-market companies in Asia-Pacific actually operate. That means multi-currency payroll, multi-jurisdiction compliance, and systems that can handle the complexity of operating across Singapore, India, Malaysia, Indonesia, and the Gulf.
After 15 years of processing payroll for 1,000+ companies, we kept seeing the same gap: the expense management piece was always the weakest link. Finance teams were using clunky apps their employees ignored, manually processing paper receipts, and discovering fraud months after the fact in annual audits.
REME was built to close that gap — with the same philosophy we've applied to payroll: native multi-jurisdiction support, real compliance depth, and software that integrates with how people actually work rather than requiring them to change their workflow for the tool.

Sub-200ms fraud detection doesn't mean trading accuracy for speed. Every agent decision is logged, explainable, and exportable to any auditor. AI is a co-signer on every claim, not a black box.
